The Ministry of Gender has officially broken its silence on the viral "foreign national" scandal. Although the suspect has reportedly fled the country, the government is initiating "cross-border cooperation" to bring him to book.

The Ministry of Gender, Children, and Social Protection (MoGCSP) has issued a stern statement regarding the trending reports of a foreign national—widely identified on social media as the "Russian"—who allegedly engaged in sexual activities with Ghanaian women, recorded the acts, and leaked them without consent.

In a press release dated February 14, 2026, the Ministry confirmed that preliminary checks indicate the suspect "may not currently be within the country’s jurisdiction." However, the Ministry emphasized that his escape does not clear him of the crime.

"The non-consensual recording and distribution of intimate images is a criminal offence and a clear violation of dignity and privacy," the statement read.

Manhunt Goes Global

The Ministry is actively working with the Ghana Police Service and international partners to explore "cross-border cooperation" and "mutual legal assistance." This signals that the government may seek extradition to force the suspect to face the law in Ghana.

Support for Victims

The government is coordinating confidential psychosocial and legal assistance for the victims involved. The Ministry has also urged the public to stop sharing the content and has provided toll-free helplines for anyone needing to report abuse: 0800-800-800, 0800-900-900, or 0800-111-222.
